Italy: Europe’s bad guy of LGBTQ+ rights says Council of Europe

The European Commission Against Racism and Intolerance (ECRI) has published its sixth report focusing on Italy, highlighting continuing issues related to discrimination and xenophobia. The report, released on 22 October after being completed in April, underscores several key concerns regarding the treatment of minority groups in Italy.

ECRI, functioning under the auspices of the Council of Europe, undertakes the systematic review of member states to evaluate and advise on the measures taken to combat discrimination. Founded in 1949, the Council of Europe supports European values, human rights, and democracy across its now 46 member countries, of which Italy is a founding state. Each member country, including Italy, contributes an expert to ECRI to aid in these evaluations.

The report identifies several areas of concern in Italy. One of the significant findings is the inadequate integration of LGBTQ+ rights into the educational curriculum. The report critiques the current school system for its failure to sufficiently educate students on equal rights for LGBTQ+ individuals, suggesting that these omissions may contribute to a broader social neglect of these rights.

Additionally, the report criticises certain Italian politicians for engaging in hate speech, potentially influencing public attitudes towards minority groups negatively. Such actions by public figures can perpetuate a hostile environment for already marginalised communities, complicating efforts toward greater social acceptance and integration.

But it’s not just the LGBTQ+ community that is at risk from Italy’s inability to get its diversity house in order. Another pressing issue raised by ECRI is the reported harassment faced by Roma and African communities at the hands of law enforcement. This points to systemic problems within the police force, undermining trust and safety in these minority groups.

The findings suggest a need for more comprehensive and effective measures to address these issues at a policy level. The report serves as a diagnostic tool, providing the Italian government with the insights needed to formulate strategic interventions to better protect and promote the rights of all individuals, regardless of their background.

ECRI’s ongoing monitoring reflects its commitment to ensuring all member countries uphold the principles of equality and tolerance as enshrined in European values. This report is part of a broader effort to encourage Italy, and indeed all European countries, to adopt and implement robust policies against discrimination, fostering an inclusive society for all its citizens.
